LCAP and Other Related Plans and Publications
California’s 2013-14 Budget Act included landmark legislation that greatly simplified the state’s school finance system. The changes introduced by the Local Control Funding Formula (LCFF) represented a major shift in how California funds public schools. For nearly 40 years, California has relied on a system that included general purpose funding and more than 40 tightly defined categorical programs to provide state funding to school districts. Under LCFF, California funds school districts per student with adjustments based on grade levels and demographic characteristics.
This major change comes with state mandates for new accountability measures that include the development of a Local Control Accountability Plan (LCAP). The LCAP is a three-year plan that describes the goals, actions, services, and expenditures to support positive student outcomes that address state and local priorities. The LCAP provides an opportunity for local educational agencies (LEAs) to share their stories of how, what, and why programs and services are selected to meet their local needs. The LCAP strives to connect resources to goals and accountability for performance expectations in a transparent and seamless process. The plan includes a description of annual goals for all students, as well as for various student groups. Furthermore, the plan includes a description of the specific actions that the district will take to achieve these goals, and districts are required to seek parent and community input prior to adoption. This new model includes a base grant for each student and two additional grants (the Supplemental and Concentration grants) for students of low income, English learners and foster youth. The Concentration Grant is distributed to school districts with 55 percent or higher of students of low-income, English learners and foster youth. Banning Unified School District has an unduplicated student count of 92 percent from these student groups qualifying the district for the additional Concentration Grant funds.
As part of our annual LCAP process, the Banning Unified School District solicits input from community partners. This input helps us determine areas of needs as we align our Local Control Accountability Plan with our annual budget. The Local Control Accountability Plan will be presented to the school board later this year and will guide the district's spending related to the state and local priorities.
Community feedback will be invaluable as we determine next steps to support our district's goals. Our current Local Control Accountability Plan goals are:
Accelerate student academic achievement through rigorous and engaging culturally and linguistically responsive and standard-based instructional strategies preparing all students to be college and career ready upon graduation and to be lifelong learners including the academic and language development needs of English Learners and build the capacity of teachers and principals as instructional leaders
Cultivate a safe and healthy learning environment in a climate that is culturally responsive to all students and staff, has tiered academic, behavior, and social emotional interventions and supports and provides emotional safety for students and staff
Increase parent and community engagement by developing sustained and transparent relationships with community stakeholders as partners and collaborators
